They eventually pick up ammo, especially after I click the gear upgrade button. If some of them do not collect bolts after a while I select the whole squad via the Ready stance and move them to the stockpile and make them linger there for a bit.
I edit all the combat stances so they always wear armor and weapons 24/7 and they wear everything over clothing. I place this dedicated binless ammo stockpile right next to the main stairwell on my stockpile Z level. The stockpile has about 100 bolts and takes more bolts from my main stockpile's bins when needed. I use the default crossbow uniform and a dedicated Ammo stockpile that forbids bins. I suggest anyone having trouble to check them out.

I create my own Uniform for them and the best advice I've heard that seems to work is that one has to reassign and update that uniform whenever one makes any changes to it and/or changes to the roster.
